Background of the Study
International legal frameworks have increasingly been recognized as essential instruments in promoting environmental sustainability. The Paris Agreement, as a landmark global accord, represents a concerted effort by nations to mitigate climate change and promote sustainable development (Ibrahim, 2023). In Lagos State, the implications of the Paris Agreement are multifaceted, influencing local environmental policies and initiatives aimed at reducing carbon emissions and fostering green growth. This study examines the effectiveness of international legal frameworks in translating global environmental commitments into tangible local actions. It explores how the provisions of the Paris Agreement have been incorporated into regional strategies, leading to innovative approaches in urban planning, renewable energy adoption, and waste management (Johnson, 2024). Moreover, the study considers the challenges of policy implementation, including regulatory compliance, financial constraints, and the need for robust monitoring mechanisms (Khan, 2025). Through comprehensive analysis and case studies, the research highlights the critical role of legal frameworks in shaping environmental governance. The findings provide insights into how global accords can drive local sustainability initiatives, ultimately contributing to a more resilient and eco-friendly urban landscape (Lewis, 2023).
Statement of the problem
Despite the ambitious goals of the Paris Agreement, significant challenges persist in implementing its provisions at the local level in Lagos State. Critics argue that while international legal frameworks establish commendable targets, local governments often struggle with resource limitations, inadequate infrastructure, and institutional inefficiencies (Morris, 2023). The gap between international commitments and local action is further widened by conflicting economic priorities and limited public awareness of environmental issues (Nelson, 2024). This study addresses the problem of evaluating the extent to which the Paris Agreement’s framework has been effectively integrated into environmental policies in Lagos State, and whether these legal instruments have succeeded in driving measurable improvements in sustainability (Owen, 2025).
Objectives of the Study:
To analyze the structure and intent of the Paris Agreement.
To evaluate the integration of its provisions into Lagos State’s environmental policies.
To identify challenges and recommend strategies for effective local implementation.
Research questions
How has the Paris Agreement influenced environmental policy in Lagos State?
What are the primary challenges in implementing its provisions locally?
How can international legal frameworks be optimized to enhance environmental sustainability?
Significance of the Study
This study is significant as it bridges the gap between international environmental commitments and local sustainability practices. By focusing on the Paris Agreement in Lagos State, the research offers practical insights for policymakers and environmental advocates seeking to enhance the implementation of global accords at the local level. The study’s recommendations are crucial for fostering innovative environmental governance, promoting sustainable urban development, and achieving long-term ecological resilience (Khan, 2025).
Scope and Limitations of the Study:
This study is limited to the evaluation of international legal frameworks, specifically the Paris Agreement, and their impact on environmental sustainability in Lagos State. It does not extend to other international environmental treaties or broader regional contexts.
